I'm thinking the portal through which Sebastian entered Sigil dropped him off smack dab in the middle of the Great Bazaar. For a few blessed seconds, he thought he must have been transported to somewhere in Estwilde, on Krynn (the region he was exploring immediately prior to his planar translocation, and one with which he is almost completely unfamiliar). Then he spotted a pack of tanar'ri wandering past. Then a slaad. And somewhere between noticing the githyanki at a booth selling exotic spices, and the yugoloth haggling with a tiefling over the price of bulk matchsticks, his eyes began to bulge and he started gibbering like a madman.
Initially shocked to such an extent that he stood frozen, like a deer caught in headlights, a terror unmatched in intensity by anything he'd previously experienced quickly overcame him, and his legs began carrying him away through no conscious effort of his own. He careened wildly across the plaza, bowling over a few milling Indeps and nearly running face-first into a modron. In the process, he'd knocked over more than one table showcasing vendors' wares, come very close to causing structural damage to the tent enveloping the area, and generally disrupted the business dealings going on around him quite a bit. A group of Bleakers were mere moments away from carting him off to the Gatehouse Asylum when Iroas and Tiriara showed up and intervened, mollifying the irate shopkeepers and calming the addled Clueless enough that they managed to get him back to the Hyperion and shed a little light on where he is, and what that portends.
In light of the discussion we've recently been having about the nature of Tiriara's visions and the types of events that trigger them: I know the danger of being hauled away to the Gatehouse doesn't ranked too high up there, as far as the dangers of Sigil go. But perhaps Tiriara recognized the holy symbol of Gilean around Sebastian's neck in her vision, and his status as a fellow cleric of the Krynnish gods piqued her interest? And/or maybe she and Iroas were concerned that the Hardheads might get involved, based on what she saw, and rushed to intercede because of that?
EDIT: Also, came across this little gem in The Planeswalkers Handbook today and thought I'd share:
TIL: In Planescape, Krynn is considered an almost-worthless backwater, and its inhabitants are viewed as ignorant yokels (even compared with other Clueless!).

You said Mas'erin would be of evil alignment, right? How would he feel when he first experiences Iroas' aura of protection? I have to imagine he's never felt anything like it before. Did it scare him? Make him anxious? Angry? Oh! This actually makes a good hook. The only thing Iroas needs to do to get Mas'erin's attention is pass within fifteen feet of him - because then he starts feeling a weird sense of crushing guilt and knows exactly where it's coming from.So Mas'erin was not brought to the Hyperion by a vision. A chance encounter in The Hive brought Ironas to Mas'erin's attention and he started following him because there are tons of weird things in Sigil but nothing that made him feel quite like that. He started tailing Ironas without any solid plan in mind; he was driven by curiosity and the sort of low-key belligerence that dominates his attitude towards most other people. So... Then what? Does Ironas notice? Does someone else in the Hyperion notice that this weird elf has been following Ironas around occasionally? Does Mas'erin see Ironas do something totally selfless that confuses and intrigues him further? Does Mas'erin do something that makes Ironas think maybe he's worth having around?

Something that one should know about Jason: he's always been a bit cynical, but since arriving in Sigil, he's really lost a lot of hope in civilization.

Yes, this is true of Spelljammer, as well. Krynn is the cosmic sticks, apparently. When it disappeared for several years, I bet nobody even noticed.
Iroas has a high WIS score, so he's fairly perceptive. He'd probably notice he was being tailed, but wouldn't act on it immediately. He'd go about his day, saving people, helping the helpless, and so forth, waiting for the drow to make a move. He'd probably at some point confront him. "Who are you? Why are you following me? What do you want?" That sort of thing. Try and gauge his intentions, as he knows Drow aren't the nicest folk around.

Those are all legitimate questions, none of which Mas'eirn has an actual answer to . My first thought is 'panic and stab someone' but I think maybe that's a bad way to initiate friendship? So he doesn't panic and stab Iroas - maybe because Iroas is smart enough to confront him in a public place or in broad daylight or somewhere else where a fight is clearly not in Mas'erin's best interest. Instead he lies and makes up a BS answer designed to make Iroas stop asking questions oh my god and also don't kill me. What had he seen Iroas do over the last few days? Was he helping someone? A convenient excuse might be "I want to help ____, too." It would be a bold faced lie. Mas'erin doesn't give a damn about ____. Saying that he does makes Iroas not kill him, though, so he'd say it. Then maybe actually he gets roped into helping? Maybe he's helpful enough to get an invite to stay?

How would Mas'erin look at this point? He's been homeless this whole time, so rather shabby, right? Dirty, torn clothes, etc.?
Iroas has a very difficult time turning a blind eye to suffering. Piecing together that the drow is homeless and seemingly wants to help, he'd probably invite him back to the Hyperion for a hot meal, if nothing else. If Mas'erin could then convince Iroas that he was earnest in wanting to help out, Iroas may then hire him for their new detective agency. They could always use more muscle and Iroas would be keen on the idea of helping a drow turn over a new leaf.

So how is this for a timeline then?
- Iroas plays the vigilante, brooding on rooftops and beating up criminal scum when and where he can. He does some good, but not very much and he keeps his distance from people, even the people he saves, leaving him isolated from the very community he is trying to help.
- Tiriara arrives in the Hive. Not understanding where she is or what she's doing, but clearly coming from wealth, she quickly gets the attention of some ruffians. Iroas happens to be nearby, and comes to her rescue. He then tries to leave, but she follows him, afraid of being left alone again. Before he can lose her, she has a vision of a halfling being eaten by a demon, surrounded by shelves of books. Tiriara believes the vision is from her goddess, Quenesti Pah. Iroas does not know this name, but realizes she is a power, and apparently from the Upper Planes. Intrigued by the idea of a good power communicating with him, he decides to check it out. Tiriara insists on coming with him. A homeless drow named Mas'erin, who had been tailing Iroas all day, continues to follow them.
- Iroas recognizes the place Tiriara described as a bookstore in the Market and Guildhall Wards. Apparently, a halfling mage from a prime world was sent here through a planeshift spell and decided to hold up in the bookstore, building a little fort of books. The demon who runs the place found him and was about to eat him when Iroas shows up and placates the shopkeep with some jink and diplomacy. The halfling is clearly a Clueless and terrified of being left alone. Not sure why he was supposed to save him, Iroas invites the halfling--named Jason--back to the Hyperion along with Tiriara. He gives them their own rooms and tells them they can stay for the time being.
- The next day, Tiriara has another vision. This time, it's a human being escorted to the Gatehouse Asylum by some Bleakers. Tiriara does not recognize the man, but she does recognize his vestments and icon as being from her own world--that of a human deity named Gilean. Iroas recognizes the location as being the Great Bazaar. The three of them head out, Mas'erin following them again from the shadows. They find the man, who seems to be having a nervous breakdown of sorts. Iroas manages to convince the Bleak Cabal to allow him to take care of the man (Iroas once considered joining the Cabal and still has some contacts there). Meeting another person from his world, even if she is a Silvanesti, helps calm the man (named Sebastian) down. Iroas invites him back to the Hyperion for now, not sure what else to do with him.
- Once back at the inn, Tiriara comes up with the idea of charging money to the people that Iroas is always saving. Iroas doesn't like this idea, but she points out that they all need some kind of source of income until they can figure out how to get back home, and clearly Quenesti Pah brought them all together for a reason. Working with Jason and Sebastian, they come up with a detective agency that works to help the people who fall through the cracks of society and are overlooked by the authorities, and coin the official motto "We help the helpless." (Although none can agree on a name, so decide to worry about that later.) Iroas realizes that this is a way to help more people and to greater effect than what he has been doing by himself. He reluctantly agrees, but only on the condition that they only charge the people who can afford it.
- The day after that, Iroas goes out to do some shopping (he does not have enough supplies for all these people living with him now). He realizes he is being followed by that same drow again, and this time confronts him. Mas'erin claims he wants to help people, like Iroas. Iroas is skeptical of this, but has heard tales of drow who have turned away from the darkness. Mas'erin looks ragged and homeless, and Iroas feels pity for him. Plus, he likes the idea of redeeming someone from such an evil race. He offers Mas'erin a job in the agency, and invites him back to the Hyperion. He offers him his own room, but Mas'erin instead asks for the basement--he feels more conformable there. Not seeing any harm in it, Iroas agrees.

Wow...well done! It reads with a seamless, very natural-feeling flow, in spite of how rushed the succession of events that wound up with us all meeting was.

Thanks. If there's one thing you get a lot of practice at in DMing is finding ways to tie in a bunch of random events to seem almost natural.

Actually, I have it down that Tiriara doesn't know where the visions are coming from. She has suspicions that her Goddess might be behind it, but she doesn't understand why, if it is her Goddess, why she is putting her through such pain. Iroas is the one that fully believes that Tiriara's visions come from a God/Goddess since she appears to be a cleric.
