Navigation would work, but keep in mind he's be really bad at it. By itself, Navigation is based on INT-2 (which would be 7 for Senllip), but it's not in the Rogue category so he would take another -2 on top of that, making it a 5. So he would only pass a Navigation check on a 1-5 on a 1d20; basically only a 25% chance of success.
Forgery works, too. It's based on DEX-1, and it's part of the Rogue group, so he would need a 1-17 to pass, so an 85% chance of success.
Blowgun is doable, too, although it has a very short range (30 feet short range, 60 feet medium range, 90 feet long range) so it wouldn't be of any use on ship vs ship combat.
Since he failed the appraisal check, the party will need to pay to get those items appraised. It will cost 5% of whatever their value turns out to be.
And since Bishgada won't be here for a month, and Athel's quest is designed around him, maybe it would be better to put that off for later then?

I'm good with any decision you make. And it's about two weeks and not a month. It's until the 26th I think or 27th... So I'll take Forgery and Blowgun. But still keep the wheel on the boat The flight is today. If I'm able I'll post it will be in two days.

Alright, so Kalana will pay what needs to be paid to get everything appraised since she has the money now.
As for what to do, I think Kalana would be more than willing to continue to seek out the Tiaru as they could help her when she goes to Shadowshore.

The crown is worth 100 GP. The pendant is worth 90 GP. The first ring is worth 100 GP. The second ring is worth 800 GP.
That brings the total to 3,519 GP. You'll pay 176 GP for the appraisal, so that leaves you with 3,343 GP. I'll also add that to the pool.
And the pouch of sling bullets I'll add to Senllip's inventory. Not sure who you want to give the potions (Potion of Polymorph Self and Potion of Ventriloquism) to.
As for the Tiaru, your last lead suggested they were sailing for Marit, Doubloon (although you got that intel a week ago). Doubloon is not a safe place, as it is ruled by a mad tyrant. You may want to consider fixing up the ship, hiring some more crew, and restocking on supplies first.

How much is it going to cost to fix up the ship completely?
Who do we have to hire? Is it possible to steal some people from the other mercenary groups?

Alright, potions moved to Kalana's inventory. She is now 0.2 lbs away from hitting light encumbrance.
Fixing the ship entirely will cost 1350 GP. It will also take 27 days. So a bit of a gamble. Your intel is already a week old. If you wait another month, the trail might grow colder. But if you sail off now, into dangerous waters, you could wind up getting destroyed in your next battle.
Depends on what you want. If you just want simple sailors or marines, you can recruit them at the inn.
You can theoretically try to poach people from one of the other adventuring groups. Keep in mind, though, that those are all characters around the same level as the party or stronger, so they will be very expensive if you do manage to get them.

I have nothing really to chime in. Brax offered to help pay for the ship repairs. Otherwise he is more than happy to find work locally. His main cause in coming here appears to be cleared up. So next he would likely be looking and listening for more word/news of the same type of attack at an other location so that he could track the fool causing this down and end him.

Repairing half of the remaining damage will cost half as much and take half as long. So 675 GP and about two weeks.
