"Thry are gaining traction," Ladonna says in agreement with Amara. "But they are still disorganized cells," she says. "Each cell has different ways of doing things. While they have a common goal, they aren't united on how to achieve that goal."

"Exactly," Amara says. "They were a rebel group not unlike the Equalists, about a generation ago. They were organized and centralized--with a leader that everyone reported to. Like us, they operated in secret. Well, at some point a noble bribed a member into spilling the beans on the whole operation, and the Holy Knights were sent in and wiped out their entire base. Then the church helped cover up the fact that they ever existed in the first place. That's why we operate in independent cells. If one goes down, the whole movement isn't wiped out."

"That's definitely a good argument for the system you're using," Lillian says. "But it has its flaws, as well. While the Equalists are united in ideals, each cell will have its own goals, its own vision for what putting those ideals into practice looks like. The result is that the different cells work parallels to each other--or worse, against each other."

"Every system has flaws," Amara points out. "But the old system had the flaw of getting everyone wiped out in one swoop, so I say the trade offs are worth it."

"From what I've heard, it has happened, a couple of times. But since the cells are all disconnected, wiping one out doesn't have much impact on the movement as a whole," Amara says. "Even if they are interrogated with magic, you can't tell someone something if you don't know it, so the locations of all of the other cells remain secret."

“The strategy of uniting under a common leader once your victory looks assured is a solution,” Lillian remarks. “But the Equalists may not even reach that stage without unified leadership. And besides, the leaders of the individual cells may disagree with each other so strongly that the movement dissolves at that stage.”
