"Oh, no, there are advantages and disadvantages to both ballista and catapults," the harbormaster explains. "Catapults do far more damage, but they are long range only. At short range, they are all but useless. Ballista are weaker, but can be used at short range and tend to be more accurate, too. A ship with only catapults would be quite dangerous at long range but easy prey if you can close the distance. A ship with only ballista would be a force to be reckoned with at short range, but an enemy with catapults could easily take them out from a safe distance."
