At this point, the only thing the party knows for sure is it's the City of Dreams, a remnant of Edon. Beyond that, it's all speculation. But their architecture, fashion and beliefs seem very similar to the Istarians, as well as the seeming lack of racial diversity. The main difference is all the magic. Istar was notoriously against the arcane arts.
