Yes that bit works and fits as you point out, lets go with that then. He forged his own armor. Enchanting it was something that came to mind that or maybe he will do that to one of his weapons or his shield.

Excelsior is male and is a brownish gray looking goat similar to this one (the adult one) I thought I dropped spellcraft NWP and switched for a different one, yes I dropped it and replaced it with Drinking. Regar Coalfish - tends to be a rather soft spoken dwarf (odd among his kind) some would call him a shy dwarf. When he does need to come out of his shell his deep booming voice does draw attention and on occasion shocks folks that typically don't hear him say much and when he does it's usually a partial whisper. Some suspect it may be from what he saw in the war, others say he was born that way. He likes to keep his beard and hair well combed some have even seen him combing his goat's beard. Regar has dark brown hair looks black until it grows out longer. He has his hair up in topknot and braids at the end of his mustache. For a dwarf he is not as stout which has some whisper that he is too thin for a dwarf, but what he has plenty of muscle enough to be an armor he made his own armor and shield. The dwarven cleric knows how to use an axe and hammer well. Whatever happened to him in the war he does not speak of to many at all about it. Most only get the reply of "Unspeakable things" when they ask him about what he saw.

Well, let's start at the beginning. Where is he from?
If he's not from Southern Ergoth, it raises the questions where is he from and how did he get in Southern Ergoth?
However, I assume he is from Southern Ergoth, since he has Local history. Then the next question is which part of the island is he from? There are no Neidar communities on the island, so in all likelihood he grew up in the elf lands, the ogre lands or the human lands.
Elf Lands: Elves in this setting tend to be isolationist and even xenophobic, but it's not impossible a dwarf could grow up among them. The Qualinesti, which are the most open-minded of the elves, did sometimes invite dwarves into their lands to craft for them (like Flint Fireforge). It's possible this is true with the Coalfists. Perhaps when the Qualinesti evacuated their homeland and sailed to Southern Ergoth, the Coalfists went with them.
Ogre Lands: Ogres and dwarves don't typically get along, but there are a couple of ways to make this work. One could be that the Coalfists are evil, or if not evil, morally grey enough that they don't mind doing business with ogres. Perhaps then Regar left home because he had a moral objection to his family's ties. Another possibility is that the Coalfists are slaves. Perhaps Regar was even born into captivity (this might explain why he is so shy and soft-spoken; if he grew up getting struck whenever he spoke up, it would become habit). But then at some point, he earned or won or bought his freedom and left. Perhaps he embraced Reorx because he wants to learn what it means to become a proper dwarf, but he's still trying to shake off old habits. (Bonus, as this would probably mean he's anti-slavery and that would give him something in common with Ravarie and Grubnick).
Human Lands: We could say he grew up in one of the Solamnic communities, and that could explain why he's in the area--perhaps he's investigating the same thing the party has been sent to check on.

Is where I would say he is from. Though his family may not originally have been from Southern Ergoth like most dwarf lines they can trace back to Thorbardin prior to the dwarf gate wars, and earlier when the hill dwarves left Thorbardin. It is very possible the Coalfist clan left the new homeland to move to Southern Ergoth after the dwarf gate wars. Maybe to Palanthas who knows or some other Solamnic community.

Alright. Then, assuming his family also are armorers, they would probably want to live somewhere near some iron mines. I would pick the mining village of Heit, which sits right at the base of the Last Gaard Mountains. As a bonus, it's not that far from Finn, the logging village that the party is heading toward right now.
The next question would be, what happened to him during the war? Like many towns in this area, Heit was conquered and occupied by the ogres and White Dragonarmy for about a year. During that time, many of the locals were enslaved. It would have been a dark and difficult period. Perhaps he lost a loved one or two to the ogres' whims. Maybe he was tortured or brutalized for speaking out. And perhaps when the Whitestone forces arrived to liberate the town, he assisted in driving the ogres out.

He and his family were enslaved, he was beaten often for speaking out against the slavers. He did not lose any family or loved ones but he did see his friend die, by their captors trying to start an uprising to drive the ogres out. He then took up his friends cause. His long time friend Herik whom he grey up with as a wee lad.

Next question; how did he become a cleric of Reorx?
A couple of possibilities:
After the war ended, Reorx returned to the world and started seeking out new priests to help rebuild his congregation. Maybe Regar had some kind of vision or dream that led him to Reorx. Maybe Reorx himself, or an aspect of him, appeared to Regar. Or maybe Regar encountered another cleric who taught him the ways of Reorx and gifted him a medallion of faith.
Another possibility is that Regar was already a heathen priest (which is what Dragonlance calls a fake priest, e.g., one that doesn't have any powers or spells). After Reorx vanished, the dwarves continued to pay lip service to him. They had priests who performed rituals and made blessings--not real ones, though. It was all just smoke and mirrors. Maybe Regar was already in training to become his family's priest, when suddenly he found he could start casting real spells.

Here is what I am thinking he has the "healing" NWP which does not require magic so he could have still played out the priest bit falsely and possibly still pulled off "miracles" of healing but perhaps not removal of diseases and things of that nature. But it is possible he never faltered in believing in Reorx and just kept faith that he would return to the world. Maybe he was a true priest but opted out of going away with the others. This is not unheard of actually had at least one other that never went in one of the books I read Michael a true priest of Mishakal that decided to stay. Though lost his powers this could be the same for Regar then again he is not old enough probably to have been a true priest back then anyway. Basically he played at being a priest though used his healing knowledge (no magical form) to play that out and when the gods retruned his faith in Reorx was rewarded with the gift of his clerical powers and possibly even a visit from the deity.
The way I'm thinking this visit or vision was in his sleep he had a dream that he met a dwarf like no other that turned out to be Reorx and he was told that he was going to be a true priest because of his faith and actions during and after the war.
Not sure if this makes any sense but does that work Daos?

The Night of Doom (in which all true priests vanished just before the Cataclysm) was around 360 years ago. If Regar was a true priest who opted out of going like Michael did, that would make him a little over 400 years old minimum. This would make him Venerable aged (hill dwarves only live to 450 years max). You can make him that old, if you want, but he'll be pretty feeble (-4 STR, -3 DEX, and -3 CON; but he'll get +2 INT and +3 WIS in return).

I'd say after the war, after the dwarves reclaimed their homeland from the ogres and dragonarmy. After all the chaos was settled and things went back to normal he found his clerical prowess were not needed as much, and felt he could do more good travelling. His initial intent was to travel around help those in need, and spread the word of Reorx to others. Hearing of the situation that is being investigated by the party, he is unaware that they are there and has decided to check on it himself to see if he may be of help.
