I'm not usually one to say anything, but that isn't how suggestion works. "Kill the gnome" is a command and not a suggestion. It isn't worded in such a way that it would be considered a reasonable course of action either, so even though Val didn't make her saving through, I don't think it would work.

I see three possible ways of doing this.
The first way is to say that since the suggestion was a command rather than a suggestion, then the spell doesn't work at all.
The second way is to say that since it was command that the mage gave Val instead of a suggestion, she gets advantage on her saving throw because the mage did still cast a spell.
The third way is to reword "Kill the gnome" to something like "It would be more advantageous for you if you help me incapacitate your friends." You can keep the same roll for Val, she failed, and Val could start doing non lethal attacks on Tympany.
