I'm not sure if I could even find more people for this game or not. But if I did, I think I'd need to rework this game and give it a soft reboot, if nothing else.
When I first created this game, I was very excited by the main gimmick--that the party would vote on what missions to take, which would shape the setting and build up the nation. This was meant to create lots of investment, since the party is at least partially directing the future of the kingdom. But in hindsight, I think I may have put the cart before the horse. After all, this was a brand new setting. If I tell the players that Azure Coasts is launching a war on Smoke Mountain...why would anyone care about that? The party hasn't been to either place, and all they know is what little text I provided on the two countries.
Likewise, it felt like some of the party didn't really care about Salt Whale or its future, and those who did were way too timid and afraid to choose any missions that might be too risky, out of fear of failing. (And the fact that this game basically fell apart immediately after the party failed a mission for the first time isn't lost on me.)
Another problem is I basically wrote this game for the three original PCs (Kalinda, Poppy and April). The idea was that they would save the supervisor's life, and become his secret agents. But this made it harder to introduce new PCs, or write out ones who quit or ghosted. Hence Terani's rather awkward introduction, and my inability to figure out what to do with Poppy after Matt ghosted.
So if I did manage to recruit more people to this game somehow, I'd probably retool it into something more traditional, with the party not working for the government but just doing whatever quests they wanted, and let the big political stuff like wars, succession and so forth happen in the background.

I very much like that concept idea, the consequences to the actions. I'm running a similar thing of, a now small time guild, many of the implications relate to just the party or guild, though they do also play into the overarching world story. Starting from the beginning world isn't a bad thing to this process, you write a nice lot of lore that backstory can be linked to. I think you may have just drawn a short straw on this occasion, the world just conspired against it. If you do give it a shot, fully fresh or not, I'd like to be a part of it.

In the meantime, I feel pretty bad about leaving you hanging. You joined up for Champions of Krynn, which went on hiatus and then were bumped over into Overmorrow, which has now also gone into hiatus. I only have two games left, but if you're interested in trying your luck a third time on either, let me know.

Thank you, you don't have to worry about me though. I've never tried 2e, and besides, while there's no need, we don't need to disturb party dynamics.
