Yeah, my reasoning was that he wouldn't be able to slay both goblins in a single round. But if Djan wants to kill the other one, he still can. I mean, unless the other party members physically restrain him or something.

This is the map I showed Horizon. So first, you need to move up to where Orianna is on the map (or close to it) to fire at the blind (the party is to the south, so you can't reach the blind from there), so you'll need to pass a stealth check (otherwise, they will see you coming and attack). Next, you'll need to make a ranged spell attack roll. The goblins get a bonus against it because they are in half cover. Third, Fire Bolt is not an AoE spell, so you'll need to specify which goblin you are firing it at.

Sadly, Orianna isn't gone very long. Matter of fact, she seems to come back just a few short minutes after she left. "There is a blind to the east of the river with two goblins," she explains softly. "Before you even enter the cave. Obviously, they are a lookout, but they aren't really doing their job right now." I assumed from HorizonsDream 's most recent post that we're all standing together (she's speaking softly). But if that's where Djandaar has to be standing to fire off his spell, then I'll edit my post to have him move there. Next, you'll need to make a ranged spell attack roll. Wait, actually, scratch all that. I just realized -- I've been visualizing all this with the assumption that the party was standing between the lookout goblins and the cave's entrance. Looking more closely at the map, that doesn't appear to be the case. It does not good to flush the goblins out if they just run off to warn the others we're coming.

The party is about 50-60' south of the spot shown on the map, all together, yes. Orianna went up to the spot on the map (stealthed), then returned. So if Djan wants to attack, he'll need to move up there, too.
